Skips API definitions if they were previously defined in the page's
scripting context.

Enables an orderly transition from Cast Runner defined APIs to Agent-
defined APIs, by deliberately injecting the Runner's APIs *after* the
Agent's APIs are already in place, and yielding to the Agent's APIs
in the event of collisions.
