This CL has no behavior changes in production.

- Tests which should be fixed are listed in TestExpectations
- overhang-*.html tests have notable changes.
  They are progressions. RubyNG allows to overhang on whitespace-only
  text nodes.
- Other pixel results in this CL are due to differences between LayoutNG
  and the legacy layout.
