Support temporarily increased priority for compositor tasks for input:
- Explicit OnMainFrameRequestedForInput signal (new)
- Implicit presence of input tasks.

This patch does not change default behaviour, but add Finch hooks for enabling
these options and controlling the number of tasks N.
