2020-11-17 bsalomon@google.com Remove two YUV effect GMs: yuv_to_rgb_effect and yuv_nv12_to_rgb_effect.

If this roll has caused a breakage, revert this CL and stop the roller
using the controls here:
https://autoroll.skia.org/r/skia-autoroll
Please CC lovisolo@google.com on the revert to ensure that a human
is aware of the problem.
