[Fuchsia] Allow x64 FYI Fuchsia Bots to Use AEMU.

Add AEMU to fuchsia_package_runner template.
Add Mixin for AEMU flag, apply mixin to FYI Fuchsia Bots.
Add missing filter for components_unittests.
