[CrOS Settings] Move OS a11y strings from settings_strings.grdp

Before this CL all OS and Browser strings were saved in settings_strings.grdp
This CL begins the process of moving ChromeOS specific strings from
settings_strings.grdp to os_settings_strings.grdp. Specifically moving
only a11y strings.
