TabAndMouseFocusNavigation: enable the test back

It was accidentally disabled for non-ozone. It meant to fail for
Ozone/Wayland/X11, but it hasn't been caught because linux-ozone-rel
doesn't run interactive_ui_tests. This will be addressed in a
follow up.
