NativeFS: Update site settings svg and vector icon

Update the "File editing" svg, used in Site Settings Web UI. eg:
 chrome://settings/content/siteDetails?site=https%3A%2F%2Fwww.google.com
Update the vector icon for the page action icon and site info bubble.

Use https://www.gstatic.com/images/icons/material/system/svg/file_save_24px.svg
Sanitize with jakearchibald.github.io/svgomg and evanstade.github.io/skiafy
See the bug for before/after pictures.
