[iOS] Update UI constraints for UserSigninViewController

Adding consent insets for buttons.
Adding max constraints for the user consent view (600x600px).
Centering the user consent on iPad.
Changing the button size between iPad and iPhone.
Attaching the gradient view to the bottom of user consent view.
