[Web Payment] Deflake card ordering test.

This patch sets card use count and last use date
using PaymentPreferenceUtil instead of AutofillHelper,
because PaymentRequestImpl uses the counts and dates
from PaymentPreferenceUtil when calculating frecency
score for ordering cards.
