Bump references of M-82 in policy_templates.json

This does a few things:
* Bump policies that were documented to be supported starting with M-82 to
  M-83 or M-84 (depending on the policy author's feedback).
* Update docs of policies that were saying they would be removed in M-82
  but are still there.
* Some version examples mentioned M-82, changed that to M-83 too.

Policies that were marked as supported until M-81 were not modified,
because that's technically still correct.

BYPASS_POLICY_COMPATIBILITY_CHECK=M-82 is skipped so the changes are safe
