Revert "Roll Fuchsia SDK from 0.20200520.3.1 to 0.20200521.1.1"

This reverts commit d0ba8444.

Reason for revert: https://ci.chromium.org/p/chromium/builders/ci/Fuchsia%20x64?limit=200

The Fuchsia bot had hundreds of green builds, but starting at this roll suddenly started failing 60% of builds.
