Revert "Reland "RELAND 2: media/gpu/vaapi_video_decoder: keep allocated VASurfaces alive""

This reverts commit 49422e89.

Reason for revert: Speculative revert.
Suspect of causing some failures that report Gpu issues with Wayland.
