This CL moves a part of the card initialization logic
from Java to c++. Certain parts are currently remaining
in Java.
Ideally, we would remove the necessity for
AutofillPaymentApp in Java and move this part of the
logic to c++ as well, which is currently not easily
possible without recreating some of the logic.
