Currently, if System-proxy requires credentials to authenticate to a remote proxy, it will send a request to the Browser to fetch credentials from the Network Service authentication cache. If the user didn't authenticate in the Browser yet, System-proxy will receive empty credentials. This CL changes the flow to notify the user that System-proxy requires credentials and allows the user to enter the credentials in a dedicated dialogue, without needing to go through the Browser.
