This was asssuming that the visibile area has 0,0 origin. Move the code to ensure minimum visibility when added, from WorkspaceLayoutManager to DragWindowResizer. BUG=none TEST=WindowUtilTest.AdjustBoundsToEnsureWindowVisibility. This also fixes the test that was failing.
