This is a mechanical change.

It implements the network interface update_client::NetworkFetcher in
terms of //net and //services/network so that the callers of the
NetworkFetcher don't see the details exposed by Chromium network.

The network implementation details have been moved to update_client/net.

A following CL to land sand will complete the docoupling and
enforce the include rules by updating the DEPS file.
