In order to be able to set the Color Transform
Matrix (CTM) and a default gamma/degamma Loopup
Tables (LUTs) separately for Night Light on the
Cathode Ray Tube Controller (CRTC), this CL splits
the existing API into two separate calls.

TEST=Updated tests in DisplayColorManagerTest and NightLightCrtcTest.
