'customize-themes' is largely a copy of 'ntp-customize-themes' Polymer 3
component from chrome/browser/resources/new_tab_page/customize_themes.js

The component uses its own mojo interface to communicate with the
browser. The interface is defined in
ui/webui/resources/cr_components/customize_themes/customize_themes.mojom

The component is moving into a new location to be reusable in new
webUI pages. More context is in the bug.

New tab page is switched to the new component in a follow-up CL
