Vulkan is enabled by default on Linux desktop (X11) builds. Enable it on
ozone as well to make sure we have build coverage.

Fix chromium.memory/Linux Chromium OS ASan LSan Tests issue by breaking
unnecessary dependency on //gpu/vulkan/init.
