Otherwise the generated mojom-lite.js files will contain definitions
such as chrome.mojom.AutocompleteMatchSpec = {...} which won't closure
compile since |chrome| is defined as a constant namespace in
third_party/closure_compiler/externs/chrome.js:

 * @const
 */
var chrome = {};
