Update InstantTethering, SmartLock/EasyUnlock, CryptAuth, and AndroidSms
prefixed histograms to use the same expiration date and all use
better-together-dev@google.com as a secondary contact.

Also mark obsolete old EasyUnlock histograms which have not been
emitted to in nearly a year.
