Remove FaviconHandler::PageChangedSinceFaviconWasRequested() since both
- FaviconHandler::url_ changes (FaviconHandler::FetchFavicon())
- The NavigationController's last committed URL changes
  (NavigationControllerImpl::RendererDidNavigate())
only as a result of NavigatorImpl::DidNavigate()
