Wires up additional observer methods so that navigation update FIDL
messages are generated while a document is still loading.
Previously, navigation events would only be produced once the document
has fully loaded.

Modifies NamedMessagePortConnector to use the is-fully-loaded flag.

Updates test code to be more explicit about requiring pages to be
fully loaded before postconditions are checked.
