Sync.LocalDataFailedToLoad and Sync.LocalModelOutOfSync aren't needed
anymore. Even though they were set up as per-data-type histograms, they
were both only recorded for one data type (passwords and bookmarks,
respectively). They were also only recorded for the old pre-USS
implementation of the data types, which is not used anymore and will
be removed soon.
