This reverts commit e557c49c.

Reason for revert: I suspect this CL causes the following test failures:
external/wpt/xhr/idlharness.any.html
external/wpt/storage/idlharness.https.any.html
external/wpt/background-fetch/idlharness.https.any.serviceworker.html
