Read Later is hidden behind the feature flag kReadLater. This change
sets up the webui for the read later menu with basic functionality
displaying unread/read items which open on click. This menu will appear
in a bubble anchored to a new button in the bookmarks bar. Items can be
added to this menu through selecting 'Add to Read later' from the
omnibox star button.
