This is a reland of c02e4409

These EarlGrey tests fail on iOS 12.4. (Presenting the iOS share sheet
crashes the test even without any JS changes.) Update the tests to run
only on iOS 13+.

The feature works in Chrome even on iOS 12.4 without crashing.
