Currently, the IFRAME throttle doesn't always work on first-time use, when the Chrome process is first started. This is because the IFRAME throttle itself doesn't trigger the plugin list load. This CL updates the throttle to also trigger the plugin list load itself (only if it hasn't been loaded already), and should make the behavior less flaky.
