* This is a skeletal implementation of the legacy Omaha3 interfaces as
expected by Chrome's on-demand client.
* All the methods that Chrome calls return S_OK, and unused methods
return E_NOTIMPL.
* When Chrome calls on-demand, we return "noupdate" for now.
