Check in Polymer 3 versions for files not used by OS settings in the
main c/b/r/settings/ folder.

This resulted in discovering a few unintentional dependencies from OS
settings to browser settings only files that are not actually included
in the OS settings build, which are fixed in this CL.

Also use the new migrated_imports mechanism to rename .m.js files to .js,
to match the new checked in state of the code
