PreloadAddressValidator implements the same interface as Chromium's current AddressValidator but calls libaddressinput AddressValidator to perform the actual work, to simplify switching Chromium Autofill over to using libaddressinput. All existing test cases are ported. The suggestions functionality is currently stubbed out.
