Support V4L2 JPEG devices.
It supports both JPEG and JPEG_RAW devices for different hardware
accelerators.
This CL also increase the kMeanDiffThreshold to 10 in
jpeg_encode_accelerator_unittest.
The encoded results are much different between SW and HW encode.
