Split the code that sends the JavaScript error reports out from
CrashReportPrivateReportErrorFunction.

Future updates mean this code will also be called from
content/browser/webui/.

This CL should be have no functional changes other than a few small
bug fixes, namely:
* Redaction should happen after removing the error
  message to ensure the string matching works as expected.
* Properly convert line number and column number to strings.
