This CL adds a few more browser tests for intent picker:
1. Navigate out of the intent filter scope will not show the intent
   picker icon or the intent picker bubble.
2. Intent picker bubble will not automatically pop up if there is only
   PWA candidates in the bubble.
3. Intent picker bubble will not automatically pop up if the navigation
   is not from a link.
4. Intent picker bubble will stop showing up after dismiss the bubble
   for 2 times for the same origin.
