Based on crbug.com/166153, the base::TickClock still advances on Win and Mac even when the device is suspended. However, the WallClockTimer's doc claims that the TickClock always stop during power suspension which is updated here. We also add unit tests to make sure the WallClockTimer is able to cover this case.
