Updated the following policies:
ShowAppsShortcutInBookmarkBar
SignedHTTPExchangeEnabled
SpellcheckEnabled
SpellcheckServiceEnabled
UserFeedbackAllowed
WebRtcAllowLegacyTLSProtocols
WPADQuickCheckEnabled

Also add some additional values that can be used to verify a description
describes the unset state, when possible.
