When StaticBitmapImage::SizeInBytes returned 0,
StaticBitmapImage::CopyToByteArray did not result in a no-op as
expected. With this CL we add a check to
StaticBitmapImage::CopyToByteArray to return early if the incoming byte
array has size 0.
