This reverts commit e7896817.

Reason for revert: The fix for the most substantial issue
crbug.com/1121885 was fixed, and the Google Keep issue
crbug.com/1124446 was fixed too.

This patch sets EditingNG to "experimental" for M87. Note,
M86 is still "test".
