This frame type is only used for navigations, so we should plumb it
using WebNavigationInfo instead of WebURLRequest.

This patch removes SetFrameType, but not GetFrameType and field,
which will be done in a follow up.

This corresponds to the step 6.h from the doc linked to the bug.
