In this patch:
- Add safebrowsing threat types to watch (currently malware,
  phishing, unwanted and billing). This is needed by the
  RemoteSafeBrowsingDatabaseManager.
- Create and set native SafeBrowsingApiHandlerBridge during
  initialization. This is needed for native <-> java
  interactions.
