This CL updates the remaining ChromeVirtualKeyboardDelegate calls to use
ChromeKeyboardControllerClient instead of direct calls to
keyboard::KeyboardController.

This also adds OnKeyboardEnableFlagsChanged to ensure that the enable
flags are cached accurately on the chrome side.
