In order for cros_healthd to invoke network diagnostics routines in the
browser, it needs a remote sent to it by Chrome.

BUG=chromium:956783
TEST=1) chromeos_unittests
--gtest_filter=CrosHealthdServiceConnectionTest.*
2) Applied the LanConnectivity related changes on top of this,
and executed the following:
"cros-health-tool diag --action=run_routine
--routine=lan_connectivity" (no problems - expected resulted)
