even if the session is not "secure".  This required refactoring StreamSocket
to add WasNpnNegotiated() and GetSSLInfo() methods.

This allows for a change to SpdySession::GetSSLInfo to accurately return the correct SSLInfo in the case of SPDY Proxy sessions.
