VideoEncodeAccelerator::GetSupportedProfiles now runs in GPU
process because the profiles were added to GPUInfo. Add
kEnableWebRtcHWVp8Encoding to GPU process to fix the missing
encode profile.

TEST=Run apprtc loopback and check the histogram.
