Some command line handling only needs to be done once, instead of
once per profile. This CL moves handling of kNotificationLaunchId and
kGcpwSigninSwitch from StartupBrowserCreatorImpl::Launch to
StartupBrowserCreator::ProcessCmdLineImpl.
