This feature will launch in M89.

AX-Relnotes: Enables Select-to-speak navigation features, which presents a control panel when STS is activated on non-system UI. The control panel enables users to pause/resume text-to-speech playback, navigate backwards/forwards by sentence and paragraph, and adjust reading speed. Users can disable/enable feature in STS settings page.
