we are obsoleting `TpmIsBeingOwned()`, which is not really necessary
anyway; even if `TpmIsBeingOwned()` returns `true`, triggering the TPM
initilaization again is just no-ops at ChromeOS side.

TEST=TBD if untitests needed.
