-VP9.2/3 decoder check has been moved into
 ContentRendererClient::IsSupportedVideoType ->IsDefaultSupportedVideoType
 -> IsVp9ProfileSupported

Bug: internal b/144324034

Test: Cast from Google Play Movie to Android TV and check the result of
VP9.2 query.
