Move from /ios/chrome/browser/settings/ui/password
to /ios/chrome/common/reauthenticaton

Moved metrics out of it and into (non test) callers.
Changed result from BOOL to 3 states enum for success,
failure and skipped.

The goal is to be able to use it in the credential extension.
